Monica Lynn

Monica has been consulting for public safety and criminal justice agencies since she left the Albuquerque Police Department in 2006. Before joining APD, Monica was an Assistant Professor of Organizational Studies and Strategic Management at the University of New Mexico. She spent a year of her tenure at UNM at Universidad Adolfo Ibanez in Chile.

When Monica left the university to pursue a long-time passion of a career in law enforcement, she graduated with top honors in both the academic and physical portions of the APD curriculum, garnering the attention of APD executive leadership. After two and a half years as a patrol officer, Monica was recruited to develop a strategic information technology plan and manage a project to replace the agency’s CAD and RMS applications.

While managing the project at APD, Monica made connections with personnel at other agencies facing challenges similar to those that APD was confronting. Noting the increasing reliance on technology to manage information, Monica identified a need for subject matter experts in the area. After completing the project, Monica left APD to pursue a career assisting public safety agencies seeking to implement or upgrade CAD or RMS applications.

Over the past twenty years, Monica has broadened her sphere of expertise to include other public safety and criminal justice agencies. In addition to law enforcement agencies, her clients have included fire and EMS agencies, communications centers, district attorney and public defender offices, probation departments, courts and detention centers. This range of clients has led to an in-depth understanding of the operational and technical interactions between different agencies within the criminal justice system.

The scope of the engagements on which she has worked have reached beyond technology procurements. Monica has assisted her clients with a range of projects to assist in leadership decision making, including communications center consolidation feasibility and planning studies, strategic technology planning and business process improvements to increase operational and fiscal efficiency.

In addition to benefiting from her wealth of experience and knowledge, Monica’s clients also benefit from her strong analytical skills and understanding of organizational dynamics. She is equally comfortable with analyzing large amounts of data from qualitative sources such as interviews and background documentation as she is at analyzing large sets of data from phone and CAD systems. Monica excels at understanding organizational dynamics and identifying root causes of strategic and operational issues her clients are facing, even when the main focus of the engagement is technology.

When Monica is not working with her clients to address challenges, improve efficiencies or implement new technology she enjoys outdoor recreational activities including rock climbing, backpacking, canoeing and skiing. She also enjoys textile arts and is an avid quilter and always looks forward to working in her garden.
